Inspections & certificates

Pre-Issue Certificate Checker

The checker is an early quality-control layer for linked EIC, EICR and Minor Works drafts. It re-reads the current source inspection and compliance record, highlights blockers and review items, and leaves all authoritative technical values and professional judgement with the competent person.

Where it fits in the certificate lifecycle

VoltMate keeps one authoritative chain: Inspection / technical evidence → Certificate Draft → Review → Formal Issue → Immutable Issued Certificate. The checker sits between Draft and Formal Issue. It does not create a second certificate engine and does not bypass the existing server-side issue safeguards.

What the checker reviews

Draft-to-inspection identity: source ID, reference, certificate class, client and installation address.

Current inspection readiness, including required installation details, circuit schedule, test evidence, observations and final review.

Live certificate compliance state and the wiring-standard edition policy already used by VoltMate.

Stale-data risk when the inspection or compliance record changed after the draft was prepared.

EIC/EICR consistency rules already enforced by the inspection workflow, including assessment and observation relationships.

Additional non-blocking prompts such as future dates, repeated circuit references or RCD data that appears inconsistent with the protection selection.

How to use it

    Complete or open the authoritative EIC, EICR or Minor Works inspection.

  2. 2

    Resolve the inspection readiness items and complete the certificate compliance review using your own professional judgement.

  3. 3

    Prepare the linked certificate draft through the normal VoltMate certificate workflow.

  4. 4

    Open the saved draft. The Pre-Issue Certificate Checker runs automatically and reads the current inspection and compliance state.

  5. 5

    Use Fix / review on any finding to return to the relevant installation, circuit, test, observation, review or compliance area.

  6. 6

    After saving the correction, return to the draft. The checker refreshes when the window regains focus, or you can select Run check again.

  7. 7

    Proceed to the normal Formal Issue action only when you are satisfied with the record. Formal Issue then performs the authoritative server-side checks again before creating the immutable certificate snapshot.

Finding types

Critical pre-issue block

A source, readiness, compliance or draft-integrity condition is incompatible with formal issue. Correct the authoritative record before continuing.

Missing information

A required field, result, declaration, reference or final-review item is missing from the authoritative workflow.

Consistency issue

Two parts of the inspection, draft or compliance record disagree and should be reconciled before issue.

Technical review

A non-blocking prompt asks the competent person to verify an unusual or potentially stale combination. VoltMate does not decide the answer for you.

EIC and Minor Works

Completion-certificate workflows must stay aligned with their completed inspection and test evidence. VoltMate therefore treats unresolved adverse technical conditions, incomplete final review and incompatible overall assessment as issue blockers where the existing readiness rules require it.

EICR

An EICR can legitimately record adverse conditions. The checker does not try to turn those findings into passing values. Instead it checks that coded observations, test evidence, final assessment and the report workflow remain internally consistent before issue.

What the checker never does

  • • It does not invent, change, “correct” or infer electrical test measurements.
  • • It does not choose an EICR observation classification or overall assessment for the electrician.
  • • It does not sign declarations, confirm competence or certify that an installation is safe.
  • • It does not replace manufacturer instructions, competent inspection/testing or the electrician's lawful current standards and guidance.
  • • It does not reproduce paid standards text or copyrighted BS 7671 tables. VoltMate applies its own validation logic and recorded standard/version policy.

Why Formal Issue still checks everything again

The on-screen checker helps you find problems earlier, but it is not the final authority. When you select Formal Issue, VoltMate's server re-checks authentication and workspace ownership, draft/source identity, current readiness, compliance, stale-source conditions and issue eligibility. Only after those checks pass can VoltMate create the immutable issued snapshot, SHA-256 integrity hash and first certificate version.

This separation protects the certificate lifecycle if the browser is stale, a second tab changes the inspection, or a client-side display is out of date.

Troubleshooting

  • • If the checker says the draft is stale, review the latest inspection/compliance record and prepare a fresh draft rather than trying to force the old draft through.
  • • If Compliance is not ready, open the compliance review and complete the current source-aware checks and declarations.
  • • If a technical-review prompt is intentional, verify the underlying record. These prompts do not alter data and do not automatically block Formal Issue.
  • • If the checker cannot load, confirm you are online, signed into the correct workspace and opening a draft linked to an existing inspection.
